基于山东自贸试验区建设成效评估，系统梳理其自设立以来的制度创新与实践进展。研究表明，试验区在投资贸易便利化、金融开放、产业升级等领域形成了一批可复制推广的创新成果，呈现出体系化、数字化与集成化等特征。同时，针对制度协同不足、要素供给短板及区域发展不均衡等问题，研究从制度供给、流程再造、要素赋能、国际合作、绿色转型及区域协同六个维度提出深化改革策略，以推动山东自贸试验区加快制度型开放，为全国自贸试验区高质量发展提供参考。

Based on an evaluation of the development outcomes of the Shandong Pilot Free Trade Zone (FTZ)， this paper systematically reviews its institutional innovations and practical progress since establishment. The study shows that the Pilot Zone has produced a series of replicable and scalable innovations in areas such as investment and trade facilitation， financial opening-up， and industrial upgrading， demonstrating systematic， digital， and integrated characteristics. At the same time， addressing issues including inadequate institutional coordination， shortcomings in factor supply， and uneven regional development， the research proposes strategies for deepening reform across six dimensions: institutional supply， process reengineering， factor empowerment， international cooperation， green transition， and regional coordination. These strategies aim to accelerate institutional opening-up in the Shandong Pilot FTZ and provide a reference for high-quality development of China’s free trade zones nationwide.
