将环境规制分为综合型、命令控制型和市场激励型环境规制三种，采用2003—2020年省际面板数据探讨了环境规制竞争对工业绿色转型的影响。结果发现，目前综合型环境规制和命令控制型环境规制呈现出“逐顶竞争”特征，市场激励型环境规制表现出“差异化竞争”特征。机制检验表明，环境规制竞争主要通过绿色技术创新、产业结构升级和绩效考核对工业绿色转型产生影响。最后，从环境规制执行方式、环境规制工具选择和作用机制的角度提出对策建议。
Abstract：Environmental regulations are categorized into three types: comprehensive, command-and-control, and market-incentive. Using interprovincial panel data from 2003 to 2020, this study examines the impact of environmental regulation competition on industrial green transformation. The results reveal that comprehensive and command-and-control environmental regulations currently exhibit a "race to the top" characteristic, while market-incentive environmental regulations demonstrate a "differentiated competition" feature. Mechanism tests indicate that environmental regulation competition primarily influences industrial green transformation through green technology innovation, industrial structure upgrading, and performance assessment. Finally, policy recommendations are proposed from the perspectives of environmental regulation enforcement methods, tool selection, and underlying mechanisms.
